MEMORANDUM

DISCUSSION:

As part of the ongoing efforts to reduce the Food Stamp Payment Error rate, the following Food Stamp Manual sections have been updated to clarify policy:

• 1105.005.00 Residency-paragraphs covering processing were removed as this information is covered in the Application Process section 1120.000.00.
• 1105.015.04.15 Mandatory Eligibility Unit Groups-“people who eat 50% of their meals” reference was removed due to policy introduced in IM-56 dated June 11, 2013 Food Stamp Eligibility Unit Joint Custody Cases and IM-57 dated June 11, 2013 Employment that Requires Travel.
• 1105.015.04.25 Foster Care Individuals-this section is renamed and Foster Care Children is updated to Foster Care Individuals to reflect the language in the federal regulation.
• 1105.015.05.20 Foster Care Individuals-this section is renamed and Foster Care Children is updated to Foster Care Individuals to reflect the language in the federal regulation.
• 1105.015.05.15 Roomers and Boarders-reference to individuals holding themselves out to the public as husband and wife is removed because Missouri does not recognize common law marriage.
• 1105.040.00 Social Security Numbers-the “note” was updated to reflect correct policy on expedited after the 15th issuances.
• 1105.040.05 Providing and Verifying SSNs-a reference is added to Food Stamp Manual section 1105.015.10 for budgeting.
• 1105.040.10 Budgeting for Failure to Comply with SSN/Decline to Declare-removed as the same information is located in section 1105.015.10 Eligibility Determinations for Failure to Provide/Decline to Declare SSN.

• Review these manual revisions with appropriate staff.
