TRANSITIONING FAMIS TO MEDES AT ANNUAL REVIEW

DISCUSSION:

The purpose of this memorandum is to explain the process for transitioning MO HealthNet for Families, MO HealthNet for Kids, Uninsured Women’s Health, and Gateway for Better Health cases, currently active in the Family Assistance Management Information System (FAMIS), into the Missouri Eligibility Determination and Enrollment System (MEDES) at the time of the annual review.

Annual reviews for these cases, due in January, February, and March 2014, were deferred and will become due in July, August, and September 2014 respectively. Effective with reviews due in April 2014, annual review notices for Modified Adjusted Gross Income (MAGI) programs will be generated from FAMIS.  The review form used for the MAGI programs is the MO HealthNet Review (FA-402A) form. The review receipt date must be entered in FAMIS; however, the review will be completed in MEDES.

Review forms and supporting documentation may be received at any Family Support Division (FSD) office.  The receiving FSD office will take the following steps:

  1. Log the review into ITrackRS.
  2. Enter the review received date in FAMIS, to prevent the case from closing in FAMIS until the review is processed in MEDES.
    • From the FAMIS Program Participation (FAMISPAR/FM0D) screen go to the TA/MA/FS Review History (REINVEST/FM57) screen;
    • Prompt (=F4) the EU field and select the correct eligibility unit;
    • Select the pending review press F18=AUDIT; and
    • Enter the Notice Received Date.
  3. When a case is pending for an adverse action or closed due to non-cooperation with the review and the review is received within the review month, take one of the following steps:
  4. Follow Email Memorandum IM-4 FSD Work Site MAGI Applications and Associated Documents Received as of 1/1/2014 Scanning Instructions dated 01/23/2014 for FSD Work Site instructions.
  5. If the review form is complete, these forms will be indexed in the FSD Work Site by entering:
    • Program: MHN – MAGI (MEDES);
    • Documentation Type: Review/Mid-Cert/Quarterly Report;
    • Resident County (where the participant resides);
    • FSD Office: FAMIS Office NA; and
    • A check in the box beside “Does this Documentation contain a MO HealthNet for Families application (MPW included) or review?”

    If the review form is incomplete,  copy the document and return it to the participant with a Request for Information (IM-31A) form, allowing the participant ten (10) days to return the completed form.

    Incomplete forms will be indexed in the FSD Work Site by entering:

    • Program: MHN FAM,
    • Document Type: Review/Mid-Cert/Quarterly Report,
    • Resident County, and
    • FSD Office: FAMIS Office NA.

    Leave the rest of the responses blank. In Documentation Comments, enter the reason the review is not complete, the date the IM-31A was generated and the date the IM-31A expires. When the completed documentation is received, follow the instructions in steps 4 and 5.

    If the form is not returned after ten (10) days, a comment will be entered on the Eligibility Unit Member Role (EUMEMROL/FM3Z) screen and the case will be closed in FAMIS for failure to cooperate using the FAMIS code AAWC/COO.

  6. When a review form is received within 90 days of the case closing in FAMIS for failure to return the review form, the form will be scanned to the FSD Work Site as a MEDES application for the MAGI Processing Centers to enter as a new application in MEDES. A comment will be entered in EUMEMROL explaining the receipt of the review form.
  7. When a review form is received more than 90 days after the case closing in FAMIS for failure to return the review form, the review will be scanned to the FSD Work Site Virtual File and a comment will be entered on EUMEMROL/FM3Z in FAMIS. No action will be taken in MEDES. Notify the individual that they must reapply.

Instructions for processing the reviews in MEDES will be forthcoming.
