DISCUSSION:

Effective immediately, Child Support staff will use office email addresses when sending a request to enter, or to end a Temporary Assistance (TA) and/or MO HealthNet (MHN) sanction due to non-cooperation with Child Support. These procedures apply only to TANF and MHN cases open in the Family Assistance Management Information System (FAMIS). The office maintaining the electronic case record as displayed in FAMIS will receive these requests.

Child Support staff will view the FSD Office displayed in FAMIS on FM0J (EUSUMM) or FM0D (FAMISPAR) to determine the appropriate FSD office to receive the request. A listing of each FSD local office containing the FAMIS county office number, FIPS code and office email address is attached. It includes hyperlinks which may be used to create an email message addressed to the appropriate office.

Emails received from Child Support staff requesting entry or ending of a child support sanction will contain " Child Support Sanction" in the subject line. Staff must act on the sanction request within ten (10) days of receipt of the request, whether received via email, or Communication Transmittal (IM-16).

Offices must have a process to identify and distribute these email messages to appropriate staff, and to ensure action requested by the child support specialist is taken within ten (10) days. Staff are reminded to track all TA sanction and sanction removal requests for non-cooperation with Child Support on the IM-16 log, as directed in IM-55 dated July 3, 2012 Tracking Temporary Assistance Sanction Requests from Child Support.

Utilizing local office email accounts for communication between Child Support and Income Maintenance staff is necessary as strategies used to manage work continues to evolve, and will provide a consistent method of communication throughout the state. Offices participating in work share or the virtual office are responsible for sending any emails received to the appropriate location for action within twenty-four hours of receipt. Identify the date and location to which child support sanction requests were sent on the IM-16 log.

The How to Manage Incoming Messages training includes instructions to automatically sort incoming messages into subfolders to efficiently handle numerous messages.

Section  0205.060.35 Sanctions for Refusal to Cooperate of the Temporary Assistance Manual and the FAMIS User Guide Entering a Sanction or Disqualification have been updated to include these changes.
