DISCUSSION:

The purpose of this memorandum is to clarify policy for replacement requests due to an individual’s utility service being disconnected. Food lost because of a power outage due to non-payment of a utility bill is not considered a household misfortune or disaster. Deny requests for replacement benefits due to non-payment disconnections.
