DISCUSSION:
The purpose of this memorandum is to inform staff effective July 1, 2014, completed IM-110 Replacement Request forms are no longer sent to the Food Stamp Program and Policy unit. The form has been updated to remove the Food Stamp Program and Policy unit from the distribution list.
Eligibility Specialists have the clearance to enter Food Stamp (FS) replacement benefits when benefits are requested due to a household misfortune. Policy Liaisons have the clearance to enter FS replacements due to benefits being stolen from an EBT account. For assistance in processing a replacement, refer to user guide FOOD STAMP REPLACEMENT.
For replacement decisions made and entered by Eligibility Specialist or Policy Liaisons, a copy of the IM-110 must be maintained in the individual’s official record.
Managers will receive a report when replacement benefits have been paid in a county they administer. Managers must review the report for duplicate issuances and for program integrity purposes.
