DISCUSSION:

The purpose of this memorandum is to introduce staff assigned as Public Administrator contacts (PA Contacts). Public Administrators now have designated Family Support Division (FSD) staff with whom they, their deputies, or their staff can discuss and resolve issues on behalf of applicants and participants for whom they are legal guardians or conservators. The PA Contacts may respond to case inquiries and take case action as needed on all Income Maintenance programs and the Food Stamp program.

There are four PA Contacts, each with an assigned region. Public Administrators have been notified of their designated contact. Below are the current PA Contacts:

FSD field staff are still responsible for processing cases where applicants or participants have a Public Administrator as their guardian or conservator. Cases in which Public Administrators are involved are not being moved to a specific caseload or office. Do not systematically transfer any cases which involve Public Administrators to the PA Contacts. Do not refer Public Administrators or their staff to the PA Contacts if they contact a local office and can be assisted locally.

All staff are permitted to discuss cases in which a Public Administrator is the customer’s conservator/guardian with the Public Administrator or anyone who works in the Public Administrator’s office, as long as a copy of the court order approving the conservatorship or guardianship is contained in the case record. The PA contacts have been instructed to maintain a list of staff in each Public Administrator’s office as a reference.

When a court order is received, enter the Public Administrator’s office’s contact information in FAMIS on the Representative List (FMJ1/AUTHREP) screen by pressing F14=ADDREP.  On the FMJG/Representative Detail screen, enter “Office of the _______ County Public Administrator” in the Name field, and CON (conservator) or LGN (legal guardian) in the Representative Type field, along with the office’s contact information in the Address and Phone Number fields.
