- CHANGE IN EMAIL ADDRESS FOR EMERGENCY MEDICAL CARE FOR INELIGIBLE ALIENS (EMCIA) MO HEALTHNET FOR PREGNANT WOMEN REQUESTS FOR STANDARD LABOR & DELIVERY
DISCUSSION:
The purpose of this memorandum is to introduce a change in the email address used for scanning the EMCIA Cover Sheet (IM-365) for Emergency Medical Care for Ineligible Aliens (EMCIA) applications to cover standard labor and delivery.
Effective immediately, scan and email completed IM-365 for standard labor and delivery to FSD.MEDES@dss.mo.gov. The subject line of the email should be labeled: EMCIA. The body of the email should begin with Client Name and Client DCN. (Do not put personal information in the subject line.)
To qualify for EMCIA, the applicants must meet all eligibility requirements for a federally funded MO HealthNet program except citizenship/alien status, see 1700.000.00 EMERGENCY MO HEALTHNET CARE FOR INELIGIBLE ALIENS (EMCIA).
NOTE: Before sending the IM-365 to FSD.MEDES@dss.mo.gov staff must ensure that all evidence has been verified in the application case prior to denying the application.
EMCIA applications to cover standard labor and delivery do not require medical records. All other EMCIA evaluations requiring medical records will continue to be sent to the Medical Review Team (MRT) in Springfield. All medical records collected will remain with the MRT. Send medical records or signed releases for medical records with a completed EMCIA Cover Sheet (IM-365) attached to the front of the records or releases to:

NECESSARY ACTION:
- Discuss memorandum and manual revision with appropriate staff
- Effective immediately scan the IM-365 for EMCIA applications to cover labor and delivery to new email address
- Continue existing policy for all other EMCIA evaluations
- Discontinue use of email address Cole.CoXIX@dss.mo.gov for EMCIA requests
