DISCUSSION:
The purpose of this memorandum is to introduce a new section to the Family MO HealthNet (MEDES) manual, elimination of the requirements that children must be uninsured for 6 months and families must have net worth of less than $250,000, and a reduction to the penalty period for non-payment of the premium
The new section, entitled MO HealthNet Children’s Health Insurance Program (CHIP) reflects eligibility requirement and income calculation changes due to the Patient Protection and Affordability Care Act (PPACA, more commonly called ACA). The new sub-sections include eligibility requirements, begin and end dates for CHIP coverage, Interim changes, payment of premiums, and MO HealthNet Division notices for non-payment of premium
Please note of the following changes or clarifications in policy:
- Eligibility requirements reflect changes brought about by the ACA, including income eligibility according to MAGI Methodology.
- SB508 (2014) changed the ineligibility period for children whose parents have failed to meet copayment or premium obligations from six months to ninety days and removed the net worth requirement.
- SB754 (2014) removed the requirement that children must be uninsured for six months.
- Clarification was included in manual sections 1840.010.15.05 and 1840.010.15.10. State employees have access to affordable insurance. Children of state employees are not eligible for any CHIP premium level of care.
- Self-attestation is acceptable for verification of special healthcare needs.
