DISCUSSION:
The purpose of this memorandum is to clarify the verification requirements for MO HealthNet and adult cash programs.
Individuals applying for or receiving assistance have the responsibility to provide information or access to the information needed for determining eligibility, both initially and on a continuing basis.
When an individual requests assistance from the Family Support Division (FSD) in obtaining the information, it is the eligibility specialist’s (ES) responsibility to attempt to assist the individual in obtaining the requested information. The FSD can only assist the individual in obtaining the requested information if the source:
- Will provide the information to the FSD,
- Does not charge for the information, and/or
- Does not require a company specific form to be provided to obtain the information.
The FSD is unable to assist in obtaining the information when these circumstances do not exist. If the FSD is unable to assist, it is the individual’s responsibility to obtain the information directly from the source.
A note has been added to Income Maintenance Manual Sections 0110.000.00, 0110.040.05, and 0110.040.15 clarifying when the FSD will require the individual to obtain the information directly from the source.
