DISCUSSION:
In December 2012, the United States Department of Agriculture (USDA) awarded Missouri Department of Social Services (DSS) a demonstration grant to allow DSS to continue the Summer Electronic Benefit Transfer for Children (SEBTC) project in the Kansas City and St. Louis areas. Memorandum IM-#90, dated 11/16/2012, provides a summary of the 2012 SEBTC Demonstration Project. For 2015, it was also expanded into Mississippi County.

2015 Eligibility
The children who received SEBTC benefits in 2013 will be eligible to receive benefits in 2015, as long as they attended school during the 2014-2015 school year, are still eligible for free/reduced meals, and they still reside in the project area. Additional children will be randomly added in these areas and all children receiving free school lunch in Mississippi County.
FAMIS Screens
No changes were made to screens. More detailed information is provided in Memorandum IM-#25, dated 03/15/2012.
SEBTC Benefit Issuance
On June 14, 2015 the first payroll for SEBTC will run. For each eligible child households will receive:

SEBTC benefits will be expunged at 11:59 p.m. on August 14, 2015. Once the SEBTC benefits are expunged, they cannot be restored.
EBT Cards
SEBTC benefits cannot be reissued because of loss due to household misfortune or a lost/stolen EBT card.
If an SEBTC-only household does not have its EBT card anymore or needs to report an address change, the household will call the ARCHS call center or LINC.
