DISCUSSION:
This memorandum announces the Centers for Medicare and Medicaid Services (CMS) has authorized the extension of the Gateway to Better Health (GTBH) waiver through December 2015. This memorandum also introduces the manual updates effective with the first extension, announced in email memorandum #78 dated November 8, 2013.
GTBH is a healthcare program provided through a waiver from CMS and is available to St. Louis City or St. Louis County residents only.
The original waiver covered individuals up to 200% of the Federal Poverty Limit (FPL). The first extension, Gateway 2.0, reduced the FPL requirement to 100%. The new extension continues the 100% FPL requirement.
Eligibility requirements for GTBH remain:
- Not eligible for any other MO HealthNet program with the exception of Uninsured Women’s Health Services (UWHS) and Extended Women’s Health Services (EWHS)
- Age 19 – 64
- Resident of Missouri and of St. Louis City or St. Louis County
- Primary Care Home at one of the participating health clinics
- Uninsured
- Citizenship / alien status, and
- Social Security Number.
GTBH originally did not require an annual reinvestigation because it was a one year waiver. Annual reviews are now required due to the extensions granted in 2013 and 2014.
