DISCUSSION:
The purpose of this memorandum is to introduce the FAMIS Family and Children Electronic System (FACES) Inquiry (FACESINQ/FMKD) screen. This screen provides information on a child’s legal status with the Children’s Division or Division of Youth Services and on eligibility for Temporary Assistance (TA) benefits. The Temporary Assistance Manual was revised to add information about this screen.
FAMIS exchanges information nightly with FACES and the Division of Youth Services to determine children active in both systems. FACES provides FAMIS the return code seen on the FACESINQ screen, and FAMIS determines eligibility as follows:
- If the return code is 1 or 4, FAMIS fails the child for TA benefits;
- If the return code is 0, 2, or 3, FAMIS passes the child for TA benefits.
TA initial and Add a Person applications receive the return code from FACES based upon the date of application and benefit month.
If a change in legal status occurs during the month, the change may impact the eligibility determination for that month. If FACES sends a return code of 1 or 4 on an active case, FAMIS automatically initiates an adverse action notice to remove the child.
NOTE: If the family is participating in the Families Together Program (FTP), enter code FTP in the reason field on the AWAY FROM HOME (AWAYHOME/FM8F) screen. This will allow the children to pass Temporary Assistance eligibility with a return code of 1.
NOTE: Family Support Division staff may still take action to remove a child when a Children’s Division or a Youth Service staff member notifies the FSD the child has been taken into custody and is not expected to return to the home within sixty days. Begin adverse action to remove the child the date this information is received. Enter comments on the report of information received to support the case action.
The FACESINQ screen contains the Supercase number (SCN) and DCN fields. To manually review a legal status return code, prompt out for the child’s DCN. Enter the “Benefit Month” field using the two-digit month and four-digit year for months TA benefits are requested. The month displays the TA Return code for the child.
