DISCUSSION:
It is no longer necessary to document hardship when waiving a face-to-face interview for Food Stamps. The Food Nutrition Services (FNS) granted a waiver that allows us to waive face-to-face interviews for all households.
Conduct telephone interviews when the face-face interview is waived. If the household requests a face-to-face interview, the agency must comply with this request.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Stop documenting hardship when doing interview by phone.
