DISCUSSION:
The purpose of this memorandum is to clarify policy on budgeting Foster Care income for programs using Modified Adjusted Gross Income (MAGI) methodology in MEDES.
Foster Care income is considered an excludable income source per MAGI regulation, with the exception of Career Foster Care income. Career Foster Care income is defined as income received as a result of caring for:
- 10 qualified foster individuals under the age of 19, or;
- 5 qualified foster individuals age 19 or older.
Currently, MEDES is erroneously including all Foster Care income in the MAGI household income.
To ensure a correct eligibility determination is made in MEDES at this time eligibility specialists must enter Foster Care income evidence but leave the amount as zero as long as it is not considered Career Foster Care income. If considered Career Foster Care income the correct amount of income should be entered as income evidence.
NOTE: A detailed note must be entered on the income evidence as well as the primary person page under the client contact tab, then under the notes tab.
NECESSARY ACTION:
- Review this memorandum with appropriate staff
- Follow this process until Foster Care income is programmed correctly to be excluded in MEDES determinations and Career Foster Care income is programmed to be included.
