DISCUSSION:
This purpose of this memorandum is to clarify what Health Insurance Premiums can be allowed as medical deductions when determining the surplus for an individual in a vendor nursing home facility.
- Health Insurance premiums paid for the institutionalized participant by the participant or the community spouse may be allowed as medical deductions.
- Health Insurance premiums allowable as Medical Deductions include:
- Supplemental Medical Insurance (SMI) premium if the participant pays for Medicare A or for Part B and is not eligible for Buy-In, QMB or SLMB,
- Health Insurance (HI);
- Medicare Supplement policies (MS);
- Part D premiums and Part C premiums (PD);
- Cancer Insurance (CI);
- Nursing Care (NI);
- Dental (DI) and Vision (VI)polices
NECESSARY ACTION:
