DISCUSSION:
The purpose of this memorandum is to inform staff of the lifetime limit changes to the Temporary Assistance (TA) program. In the Strengthening Missouri Families Act (Senate Bill 24, 2015), the 60 month lifetime limit was lowered to 45 months, beginning January 1, 2016.
FAMIS will start the adverse action closing process after the December payroll runs in late November. TA recipients who have received 45 months or more and who do not have a hardship extension in FAMIS, will have their cases closed by the end of December 2015.
For all other TA recipients, FAMIS will continue to generate the Temporary Assistance Lifetime Limit Notice (FA-257); however, it will be mailed to the TA recipient at the 18th, 27th, 36th, 39th and 43rd months. The notice provides the following information to the family:
- How many months of TA they have used and how many months they have left;
- Reasons for exemption and extension to the TA lifetime limit;
- Requirement to provide verification to support a request for an exemption or extension;
- Missouri Work Assistance (MWA) program benefits;
- Other programs available from the Family Support Division (FSD);
- Resources for assistance in locating a child care provider;
- Services offered by Child Support; and
- Contact number for the FSD Information Center.

FAMIS Changes
FAMIS is updated to reflect the lifetime limit change on the TIMETRAK screen. A new message displays to assist staff in determining a participant’s months used. When a participant has received over 45 months, TIMETRAK will continue to capture this information for auditing purposes.
