DISCUSSION:

Effective immediately, the Family Support Division (FSD) will require two documents from newly-arrived refugees to determine eligibility for MO HealthNet for Families, MO HealthNet for the Aged, Blind, and Disabled, Food Stamps, Refugee Cash Assistance (RCA), Refugee Medical Assistance (RMA) and Temporary Assistance programs.  All refugees must present an original U.S. Department of State Transportation Boarding Letter stamped by the U.S. Customs and Border Protection (CBP) agency with a refugee stamp and a printout of the I-94 obtained on-line (samples below).  

On September 7, 2015 the CBP agency automated the issuance of I-94 records for refugees.  With this change, refugees will no longer receive the paper I-94 card at the point of entry into the United States and will need to obtain an I-94 record on-line. 

If the applicant/participant does not have a copy of the I-94 the individual can go to the CBP website at  www.cbp.gov/I94 and retrieve the document.  The applicant/participant will need to request the I-94.  The Family Support Division (FSD)  may assist the applicant/participant if requested.

To request the document go to the CBP website, and click on "Get I94 Number Now" on the right hand side of the screen.

Applicant/participant will need to click "Yes" and hit submit to request the electronic I-94.  If the applicant/participant clicks "No"  he/she will not be able to retrieve the document electronically.

The applicant/participant will need to complete all fields with a red arrow then click "Get Most Recent I-94".

For FAMIS programs, enter the  Alien Registration Number in the ARN field on the Non-Citizen Information  (NONCITZN/FMML) screen.  This number is found on the Transportaion Boarding Letter (see blue arrow above). For MEDES programs, enter the Alien Registration Number in the Alien Number field and the Admission (I-94) Record Number found on the Electronic I-94 (see blue arrow above on the Electronic I-94) in the I-94 Number field. 

If the application/case has to pend for either document, for FAMIS programs leave the verification (VER) code blank on the Non-Citizen Information  (NONCITZN/FMML) screen to generate a Request for Information (FA325). Edit the FA325 to include information on the specific documents needed. 

For MEDES programs do not verify the Citizen details and the DHSID details evidence; send an edited IM-31A requesting the electronic I-94 and Transportation Boarding Letter.

For RMA and RCA programs send an edited IM-31A requesting the I-94 and Transportation Boarding Letter.
