DISCUSSION:
The purpose of this memorandum is to introduce enhancements made to the FAMIS system for entry of Authorized Representative (AR) information for MO HealthNet for the Aged, Blind, and Disabled (MHABD). This is the first phase in automating the process of sending duplicate batch generated notices to MHABD ARs. Batch notices are those that a created by FAMIS overnight and not printed in the office by staff.
Staff will continue to manually send notices to the AR until officially notified to stop.

ENHANCEMENTS TO THE AUTHORIZED REPRESENTIVE (AUTHREP/FMJG) SCREEN IN FAMIS:
- Address is now required for all new entries and updates;
- DVN is not required for organizations;
- Enter the name of the organization on the Organization line.
- Enter County Public Administrators in this format:
Cole Co Pub Adm and Deputies
- BOTH (BTH) has been added as an allowable representative role and indicates the AR is intended to continue beyond the application (APP) period;
- New representative types have been added;
- DMH for those participants who name the Department of Mental Health as their AR
- ARI (Authorized Release of Information) which will allow only RLS (Release Only) as the role. (This AR type will normally be used for Nursing Homes using the IM6NH.)
ONE TIME NOTICE TO PARTICIPANTS & AUTHORIZED REPRESENTATIVES
A one-time notice will be sent to participants and their designated AR, with a valid address in FAMIS. This notice will:
- List the ways an AR can assist the participant,
- Ask the participant to call the FSD Information Center to review their AR selection, including the current address for the AR,
- Give the participant and/or the AR an opportunity to revoke the AR selection,
- Provide an address to return the notice if the AR needs to be revoked.

NOTE: The notices may also be returned to any FSD office.
Notices returned to the local FSD office, are to be scanned, and indexed as a MO HealthNet for the Aged, Blind, and Disabled (MHABD) budget adjustment. These will be processed by the MHABD Budget Adjustment offices.
Participants or ARs may contact the FSD Information Center or other FSD staff to ask questions about this the one time notice.
- The FSD Information Center has received updated scripts to assist with answering questions for participants and ARs.
- Participants who contact FSD offices should be given the following information:
- Name of their AR(s);
- Instructions to sign and return the one time notice, or other documentation, to end the current AR;
- If they need to add a new AR, mail the IM-6AR to them.
- ARs who contact FSD can be given information only after their identity is verified by name, address, and some identifying information of the participant, such as their date of birth, social security number, etc.
- Instructions to sign and return the one time notice to stop acting as the AR for the participant listed on the notice.
MORE ABOUT ARI TYPE AND RLS ROLE
ARI (Authorized Release of Information) with the role of RLS (Release Only), is used when the participant authorizes an organization or individual to communicate with FSD and inquire only, by signing the IM-6NH form. Notices will not be sent to any AR coded as ARI.
- A new screen will be implemented that will require more detailed information.
- FAMIS (batch) Notices will be automatically sent to the primary AR of unmarried MHABD participants.
- FAMIS (batch) Notices will be automatically sent to all primary ARs for MHABD participants.
