FAMILY MO HEALTHNET PERIODIC DATA MATCHING

DISCUSSION:

This memorandum is to inform staff of periodic data matching (PDM) notices that will be sent out from the Federally-facilitated Marketplace.  The Marketplace is sending up to two notices to participants who are enrolled in MO HealthNet and are also receiving either the advance payments of the premium tax credit (ATPC) or income-based cost-sharing reductions (CSRs) to help pay for the cost of their Marketplace coverage.

August 2016 an initial warning notice will be sent to households requesting that they take immediate action to respond to the notice. The notice will be mailed and will also be posted to the Marketplace account of the household contact for the affected participant. The notice will include the names of participants who were identified as dually-enrolled and instructions on how to respond to the notice.

In fall 2016, at least 30 days after sending the initial notice, the Marketplace will send a second, final notice to the household contact with affected consumer(s) who did not update their marketplace application by the date on the warning notice.  The notice will reflect they are no longer dually enrolled and will inform the participant that the Marketplace will be ending their financial assistance. This notice also alerts affected participants that Marketplace coverage for these consumers will continue without financial help and they will need to end their Marketplace coverage if they no longer wish to be enrolled in that coverage at full cost.  For anyone not listed on the notice that is still enrolled in the plan, their Marketplace coverage will continue and the Marketplace will re-determine their eligibility for advance payments of the premium tax credit and cost-sharing reductions.

Participants may contact Family Support Division to clarify coverage or to report changes in household status.  Staff should take appropriate action to act upon changes.
