DISCUSSION:
The purpose of this memorandum is to inform staff manual section 1805.015.00 SOCIAL SECURITY NUMBER is revised.
- Obtain a Social Security Number (SSN) for all individuals requesting benefits at the time of the initial application whenever possible.
- Proof of application for the SSN must be obtained prior to the individual's approval.
- For persons requesting benefits who do not have a SSN, a 90-day reasonable opportunity period may be allowed if the person has applied for a SSN.
- Do not deny or delay approval pending issuance of a SSN once the application has been verified.
- An exception may be given to applicants who do not have, or do not agree to apply for, a SSN due to a well-established religious belief.
NOTE: Self-attestation is accepted unless it is questionable.
NOTE: Reasonable opportunity is only allowed when the individual states they APPLIED for an SSN. The 90-day period is not given if
- they need to apply;
- verification of applying is not provided; or
- the person already has a SSN.
NECESSARY ACTION:
- Review this section of the IM Manual with all staff.
- Allow reasonable opportunity for applicants when appropriate.
