DISCUSSION:
This purpose of this memorandum is to notify staff of changes to current policy regarding individuals involved in the justice system and eligible living arrangements.
The Centers for Medicare and Medicaid Services (CMS) has issued new guidance regarding the eligibility of individuals leaving incarceration. The following individuals are not inmates and may be eligible for MO HealthNet (MHN), if all other eligibility requirements are met.- Individuals released to a Community Release Center (CRC) or a Community Supervision Center (CSC);
- Missouri currently has one (1) CRC and six (6) CSC. A list of these is attached. The list can also be found on the Department of Corrections website;
- Individuals released to home confinement;
- Individuals released to a Halfway House, publicly, or privately operated.;
- Individuals residing in an institution voluntarily and temporarily.
Inmates may file an application for MHN benefits up to 90 days prior to their release from a correctional facility. The inmate may not know where he/she will reside when released. The applicant may choose to use the address of the institution they are in as their home address pending determination of where they will live upon release.
Individuals living in any of the settings listed above must meet all the same eligibility requirements as other MHN applicants.
