DISCUSSION:
This memorandum is to introduce updates made to the MAGI Manual, 1805.015.00 Social Security Number section.
When an applicant attests to not having a Social Security Number (SSN), FSD will assist the individual in applying for a SSN. The Social Security Administration Application for a Social Security Card (SS-5) form should be used to apply for a SSN.
NOTE: The SS-5 must be taken or mailed to the Social Security Administration Office. Applications for SSN cannot be made over the phone or online.
Newborns born to women receiving coverage from a Title XIX MO HealthNet Program are automatically covered for their first year of life. SSN's of these Newborns are not required to be provided during the first year of life.
When an application MO HealthNet for Kids (MHK under 1) is made for a baby whose mother was not on any Title XIX MO HealthNet Program the applicant must provide the baby's SSN as a condition of eligibility.
NOTE: The 90 day Reasonable Opportunity (RO) period may be allowed for MHK under 1, or other MO HealthNet Programs, when an application for the baby's SSN has been made but the SSN has not been received by the family. Request proof for the application for SSN prior to allowing the 90 day RO period.
