DISCUSSION:
The Food Stamp manual has been updated to clarify the eligibility of Fleeing Felons, per a FNS final ruling. The manual now clarifies a warrant issued on a Food Stamp applicant or recipient must conform to codes including, Escape, Flight to Avoid or Flight-Escape, and that law enforcement is actively seeking to apprehend the individual identified.
