IM-11  02/17/99  FOOD STAMP REJECTION/CLOSING POLICY

Food Stamp Rejection/Closing Policy
 
DISCUSSION:
Based on Quality Control reports, there seems to be confusion regarding procedures for food stamp applications when a household fails to provide requested information.  This memorandum does not represent a change in policy, but clarifies the process for rejecting applications or closing expedited approvals when a household fails to provide requested information.

NOTE:  The processing time frame for food stamp applications begins the day after the application is received.

Initial and Non-Timely Food Stamp Reapplication

If it is determined that information is needed to complete the application, provide the household a statement of the information needed to complete the application.  If the household does not provide the requested information within 30 days, DO NOT reject the application.

On the 30th day after the date of application, send an IM-112 (ACTION TAKEN ON YOUR FOOD STAMP CASE) to notify the household of its pending status.  The IM-112 must detail the action the household must take in order to complete the application.

If the household fails to provide the requested information after the second 30 day period, reject the application.  DO NOT reject the application prior to the 61st day after the date of application.  (IMNL reference 1130.020.10 and 1130.025.10 through 1130.025.25)

Timely Recertification Reapplications

If it is determined that information is needed to complete the application, provide the household a statement of the information needed to complete the application.  Give the household ten days to provide the information.

A timely reapplication may be rejected at the end of the household's current certification period if the household fails to provide needed verification as long as the deadline for providing the missing information has elapsed.  (IMNL reference 1130.020.05 through 1130.020.30)
 
Expedited Food Stamp Approvals

When expedited benefits are issued and further verification is needed, approve the case within twenty-four (24) hours.  Enter a "P" or "T" code in FSU5 to ensure that no further benefits are issued until the necessary verification is received.

Send the household an IM-112 (ACTION TAKEN ON YOUR FOOD STAMP CASE) detailing the information that is needed to complete the application.  Give the household 30 days to provide the information.

If sufficient information is not provided at the end of 30 days, close the case as long as the deadline for providing the information has elapsed.  Do not reject when benefits have been issued.  In order to allow the household the full 30 days, do not close the case until the 31st day.  (IMNL reference 1125.030.00)

 
NECESSARY ACTION:
  • Review food stamp application processing policy and procedures with staff immediately.
