QUALITY CONTROL INTERVIEWS
 
DISCUSSION:
Missouri has received approval of a waiver that allows the Agency to conduct face-to-face Quality Control interviews with participants at mutually agreed upon locations.  The waiver specifically states the provision being waived is that of a mandatory home visit.  We must do a face-to-face interview unless the participant fails or refuses to cooperate.

Effective immediately, Quality Control staff will be scheduling face-to-face interviews with participants at the county office in the county where the participant resides.  The participant has a choice to complete the face-to-face interview in his/her home or another mutually agreed upon location, if s/he so chooses.  Prior to sending the appointment letter, the Quality Control Case Analyst will contact the county office to arrange for a date and room in which to conduct the interview.

In accordance with current policy (Income Maintenance Manual Reference 1120.045.20), we will continue to waive the office interview for:

  • elderly/disabled households who are unable to come to the county office and

  •  
  • for those participants who are unable to come to the office because of transportation difficulties or similar hardships.
Determination that the participant meets the waiver of the office interview will be made by reviewing the case record.  In those instances, the case analyst will schedule a home visit.

Failure to cooperate with the Quality Control review can result in a period of ineligibility for the participant.  For this reason, all staff should encourage participants to participate in the review.
