DISCUSSION:
Effective March 22, 1999 Division of Medical Services (DMS) Recipient Services and Managed Care Operations staff will have security access to change the address on all "C" type of assistance cases.  This will be expanded in the future to include other types of assistance.  DMS, the managed care enrollment contractor and health plans use the address from the Income Maintenance system to mail correspondence and enrollment packets.  With EBT and the use of plastic Medicaid cards, our cases don't always have the most current address so mailings are returned as the client has moved.  The managed care enrollment contractor or DMS may have more contact with these clients from dealing with fee-for-service and managed care issues and, therefore may obtain more current addresses.

DMS staff are only allowed to update active "C" type of assistance cases at this time.  The only fields they can update are the first and second line of address, city, state and zip code.  The cursor will not stop at any other field. There will not be changes in DFS load number, worker number or supervisor number.

DMS Recipient Services Unit will use the attached form to notify the county office they have completed a change of address.  A copy of the IMU5 reflecting the new address will be attached.

DMS Managed Care Operations will receive a report from First Health, managed care enrollment contractor, listing by caseload clients that have reported a new address.  Managed Care Operations will complete the change of address and send the listings to the appropriate worker for action.  A sample copy of the report is attached.

NOTE:  Out of state addresses will not be entered.

When the county receives notice from DMS of an address change, the DFS worker must determine if the case file should be transferred to another county and if other IM or Food Stamp address changes and adjustments are required.  If you are unable to obtain the pertinent move date from the participant for transfers of case files, use the "date supplied" date for the recipient supplied address from the report.
