EBT INTEROPERABILITY
 
DISCUSSION:
Effective March 1, 1999, interstate transactions between all QUEST states became possible.  Participants traveling or moving out of the state of Missouri are able to use their EBT card at any terminal with the QUEST logo.

Do not convert food stamp benefits to coupons if the household is moving to a QUEST state.  The household can use the remainder of the cash or food stamp benefits in the other state.  Close cash and food stamp cases following normal procedures when the household moves out of state.

The states that are EBT statewide and are participating in this QUEST project are:
 

ALABAMA  GEORGIA  NEW JERSEY
ALASKA  HAWAII  PENNSYLVANIA
ARKANSAS  IDAHO  RHODE ISLAND
COLORADO  MASSACHUSETTS VERMONT
CONNECTICUT MINNESOTA  DISTRICT OF COLUMBIA
FLORIDA  NEW HAMPSHIRE
 

The states that are not EBT statewide, but terminals are available statewide for use are MAINE and NEW YORK.

The following states are in the process of becoming EBT statewide.  The date listed after the state name is the date the state is scheduled to be fully implemented.

ARIZONA   AUGUST 1999
NORTH CAROLINA  JUNE 1999
TENNESSEE   AUGUST 1999

When notified the household has moved to another state, determine whether or not food stamp benefits are to be converted.  Advise the participant whether s/he can use the card in the area in which s/he has moved.  If the card cannot be used, follow current procedures for converting benefits to coupons.  Advise the participant that coupons will be received in the mail.

NOTE:  Participants who move to Missouri may have an EBT card from another state.  The participant can use the EBT card in Missouri if it is a QUEST card.  Missouri benefits cannot be added to another state's EBT card.  Issue a card for Missouri benefits if the participant does not have one.

 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.

  •  
  • Notify households that are traveling or moving out of state that the EBT card is accepted at any terminal with QUEST logo.

  •  
  • Do not convert benefits for households traveling or moving to a QUEST state that is EBT statewide.

  •  
  • Discuss converting benefits with participants who move to a state that has not fully implemented EBT.
