It has become increasingly apparent that
there is widespread confusion and misunderstanding about identifying Temporary
Assistance sanctions in the IMU5 system. It is important for us to
be able to identify which cases are sanctioned, why the case is sanctioned
and which individual in the case caused the sanction.
Currently, some counties are assigning level of care "A", cash/XIX, to individuals who cause a sanction, other counties are using level of care "C", closed, while still others assign level of care "T", XIX only, to caretakers who are not sanctioned, but are otherwise ineligible for cash while receiving a grant for other individuals included in a case. Although these will all pass edits if information in other fields is consistent with the entry, all are incorrect. The purpose of this memorandum is to clarify the process used in entering Temporary Assistance sanctions into the IMU5 system. The correct way to enter a sanction of a Temporary Assistance grant into IMU5 is described below:
NOTE: Do not use a "T" level of care with a "T" reason in 13G2 when a caretaker or second parent is ineligible for cash, but is not being sanctioned. One example of this might be a caretaker who receives SSI.If the individual is the caretaker, or the second parent, in a case with others who are level of care "A", level of care "T" is only used when a sanction is being applied. Level of care "A" is not used for an individual who has caused a sanction.
NOTE: This is a system change that was put in place 11-1-98. For purposes of the edit that compares the expense figure in field 33 to the number of cash people in a case, individuals with a level of care "S" or level of care "T" with "C", "D" or "F" in 13G2, are included in the headcount with individuals who have a level of care "A".
EXAMPLE #1: Ms. S. receives Temporary Assistance for herself and one child. She has no income. The monthly grant amount is $234.00. Ms. S. refuses to cooperate with the Division of Child Support Enforcement regarding establishment of paternity for her child. She does not have good cause for not cooperating. After all possible efforts are made to gain cooperation, it is necessary to send an IM-80 to sanction the cash grant by reducing it to $175.00 per month, and discontinue medicaid coverage for Ms. S. No hearing is requested. The IM-80 expires. Entries in IMU5 would be made as follows:
EXAMPLE #2: Mr. J. receives Temporary Assistance grant of $192.00 per month for himself and two children, ages 7 and 11. The family's only income is a cash contribution from Mr. J.'s mother, in the amount of $100.00 per month. Mr. J. is asked to attend a FUTURES orientation. He refuses to attend. After conciliation, including a face to face conference, he continues to refuse to participate in any work related activity. An IM-80 is sent, proposing to sanction the Temporary Assistance grant by reducing it to $144.00 per month. No hearing is requested. The IM-80 expires. Entries would be made in IMU5 as follows:
