DISCUSSION:
The Division of Data Processing has completed programming necessary to allow cancellation of pended Temporary Assistance payments.  These are payments created in our payment tracking system that could not be delivered into an EBT account.

A new payment status code of "CP" is added to the IPAY screen. Pended Temporary Assistance payments will be cancelled using this code.  The payment status will change to "CP" by the first work day after the third payroll mail date.

This cancellation is strictly for accounting purposes, similar to the cancellation of paper checks returned by the postal service and not remailed by the end of a month.  It does not mean that an individual was not eligible for a payment.

Anytime a participant reports non-receipt of a Temporary Assistance payment, determine the status of the payment.  If the status is "CP", and the payment is to be reissued, a retroactive payment must be requested via IMU5.

Pended payments from June 1997 through March 1999 will be cancelled during the week of April 12, 1999.

The instructions for use of the IPAY screen are revised to add "CP" for a Temporary Assistance payment cancelled because it cannot be delivered to an EBT account.

 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.

  • Remove obsolete IPAY instructions from the forms manual and replace with revised instructions.
