INCLUSION OF INELIGIBLE ALIENS IN MC+ AND MAF ASSISTANCE GROUPS
FORMS MANUAL REVISION #16: IM-1UA AND INSTRUCTIONS
 
DISCUSSION:
Effective immediately, in determining eligibility for Medical Assistance for Families (MAF) and MC+ (children, custodial parents, pregnant women, and non-custodial parents), ineligible aliens will have their needs included in the assistance group. An ineligible alien is defined in memorandum IM-136, (1997). Previously income from ineligible aliens was budgeted when determining eligibility for members who are citizens and eligible aliens, but their needs were excluded.  

This policy does not change guidelines on eligibility for aliens.  For an alien to be eligible for MAF or MC+ benefits, they still must meet the requirements defined in memorandum IM-136, (1997).

The IM-1UA was revised in January, 1999 to accommodate this change and to inform applicants that MC+ coverage is now available to parents.  The following changes were made:

  • The instructions now state that MC+ is for "children under 19, their parents, and pregnant women".

  • The instructions for Section A now state "List all the children, parents, step-parents, or guardians".

  •  
  • The "Verification Needed" section is now called "Information Needed".

  •  
  • Question 2 about citizenship/immigration status and the instruction about information needed for non-citizens now refer to those persons applying for MC+.
 
NECESSARY ACTION:
  • Share this memorandum with appropriate staff.

  •  
  • Immediately begin including ineligible aliens in assistance groups for MAF and MC+ programs.

  •  
  • File the revised IM-1UA and instructions in the Forms Manual.
