INCLUSION OF INELIGIBLE ALIENS IN MC+
AND MAF ASSISTANCE GROUPS

Effective immediately, in determining
eligibility for Medical Assistance for Families (MAF) and MC+ (children,
custodial parents, pregnant women, and non-custodial parents), ineligible
aliens will have their needs included in the assistance group. An ineligible
alien is defined in memorandum IM-136, (1997). Previously income from ineligible
aliens was budgeted when determining eligibility for members who are citizens
and eligible aliens, but their needs were excluded.
This policy does not change guidelines on eligibility for aliens. For an alien to be eligible for MAF or MC+ benefits, they still must meet the requirements defined in memorandum IM-136, (1997). The IM-1UA was revised in January, 1999 to accommodate this change and to inform applicants that MC+ coverage is now available to parents. The following changes were made:
