VOLUNTARY REPAYMENT SCREEN
 
DISCUSSION:
A process is being developed that allows participants to voluntarily repay claims and overissuances from Electronic Benefit Transfer (EBT) accounts.  This process is called Voluntary Repayment.  Participants will complete and sign a form requesting county office staff remove a specific amount of benefits from the Temporary Assistance and/or Food Stamp EBT account balance.

County offices will designate specific staff to complete the Voluntary Repayment transaction on the Administrative Terminal.  The security level assigned to these individuals includes access to the Transaction History Screen and the ability to cancel and reissue cards.  This security level is equivalent to a level 4.  Level 4 staff will not automatically have access to do Voluntary Repayment.

Jackson County, St. Louis County, and St. Louis City should designate three county office staff members to process Voluntary Repayment requests.  The remaining 13 counties included in the "Big 16" should designate two staff members.  All other county offices will designate one individual to process Voluntary Repayment requests.

Each county office must take the following action:

  • Designate the appropriate number of individuals to process Voluntary Repayment requests.

  • Request that each designated individual complete a DFS-137, On-line Teleprocessing Security Report, signed by the county's Teleprocessing Security Officer.  The "Other Screens Requested" section should contain "Voluntary Repayment Access".

  •  
  • Submit the DFS-137 to state office through normal channels to Rachel Morris, Food Stamp Program and Policy Unit, Howerton Building.
If, at a later date, it becomes necessary to replace, add, or delete someone from this security level, send the DFS-137 to Rachel Morris.  In the "Comments" section, record why this change is necessary.
 
NECESSARY ACTION:
  • Review this memorandum with all appropriate staff.

  • Submit the DFS-137 request for clearance up-grade as outlined in this memorandum.
