IM-82  06/15/99  TELEPHONE REQUESTS FOR FOOD STAMP APPLICATIONS

SUBJECT:
TELEPHONE REQUESTS FOR FOOD STAMP APPLICATIONS

DISCUSSION:
This is to remind staff that there is no change in the procedure for telephone requests for food stamp applications.  Upon receipt of a telephone request for a food stamp application, ask only the name and address of the individual making the request and mail the application the same day.  Eligibility data may not be requested over the phone and entered on an electronic version of the FS-1.  Additionally, eligibility questions may not be asked prior to obtaining a signed application whether the applicant is requesting an application over the phone or in the office.

Other programs do permit taking applications over the phone.  The policy for food stamp applications does not, at this time, permit taking food stamp applications over the phone.

NECESSARY ACTION:
  • Discuss this memorandum with appropriate staff.
