IM-94  07/26/99  REASSIGNING NON-PACT INDIVIDUALS IN JOBS

SUBJECT:
REASSIGNING NON-PACT INDIVIDUALS IN JOBS

DISCUSSION:
The JOBS system has been updated to appropriately reflect available program selections.  The "Non-Pact" program has been deleted from the JOBS screen.  AFDC Direct Job Placement has been updated to "Work First".  Other program selections include:  Parents Fair Share, Jobs Employment And Training, and FS (Food Stamp) Direct Job Placement.

Effective immediately Level II and III Temporary Assistance cash recipients, regardless of their Social Security number, will be entered into the "PACT" program in the JOBS system.  Entry of cash recipients will no longer be allowed into the Non-PACT program.  In addition, unemployed parent applicants participating in "Up Front Job Search" will be loaded into the PACT program.

Work First entries will include individuals participating in Level I Job Search and participants engaged with Contracted Case Management Providers.

REASSIGNING NON-PACT INDIVIDUALS

ACTIVE NON-PACT PARTICIPANTS

Case managers are responsible for closing all individuals currently active in the Non-PACT system and reopening these individuals in PACT.  To identify participants currently active in the Non-PACT program, case managers must review the report FJB-44025-01 -- "N-P Individuals Active in FUTURES Component".

Before August 13, 1999, close each active component listed for Non-Pact individuals in JCAT using the current date as the end date and the end reason "J - other".

After closing the individuals in Non-Pact, open the individual in the PACT program.  Components in which the individual is currently participating must be reopened in JCAT.  Open the components in JCAT by removing the unassigned status code "X" using the space bar.  Use the same scheduled hours per week and start date as shown for the component in Non-PACT.  Remove the end date and end reason for these components using the space bar.

ENTRY OF NEW TEMPORARY ASSISTANCE PARTICIPANTS IN THE SYSTEM

Regardless of the individual's social security number, enter Temporary Assistance recipients (excluding Work First participants or those engaged with contracted case management providers) into the PACT program of the JOBS system.

NECESSARY ACTION:
