INCREASE IN CHILD CARE INCOME ELIGIBILITY GUIDELINES

DISCUSSION:
The purpose of this memorandum is to inform staff of the increase to the Child Care Assistance income eligibility guidelines. On January 8, 2007, Governor Matt Blunt announced the increase to 126% of the current Federal Poverty Level (FPL).
The increased income guidelines used in determining family eligibility for child care assistance is effective on April 2, 2007. The upper income level maximum has been increased on the existing Child Care Eligibility Limits and Sliding Fee Chart to reflect this income eligibility limit increase. The new income eligibility chart is attached.
For Child Care actions processed in April, FAMIS will use the current income guidelines when determining eligibility for the March 2007 benefit month and the new income guidelines for April 2007 benefits or later.
For Child Care adverse actions due to excess income effective for April 2007, staff must complete a new April budget to determine if the EU remains eligible based on the new income guidelines.
Void the current excess income adverse action when the EU remains eligible as of April 2007.
- No action is necessary when the EU continues to be ineligible based on the new income guidelines. The adverse action continues to be effective with April 2007.
