0240.010.00 Drug Test

Once the screening process is complete, 13 CSR 40-2.410 requires certain participants, depending on their answer to the screening question, and who do not volunteer for substance abuse treatment, to comply with a drug test.

The Action Notice (FA-150) notifies participants of the requirement to comply with testing and/or treatment. FAMIS refers the participant to the drug testing vendor when a test is required. The drug testing vendor sends a notice to the participant letting them know the date, time and facility/location for completion of the drug test.

The referral is captured on the Select TA Drug Testing Referral (SELDTREF/FMN2) screen with the date and timestamp when it was sent. It is necessary to prompt out using F6=DETAILS to see the following information regarding the drug test referral:

  • Referral Date (the date the participant was referred for drug test)
  • Confirmation Date (the date the drug testing vendor received the referral)
  • Letter Sent Date (the date the drug testing vendor sent the letter to the participant with the drug test scheduling information)
  • Scheduled Test Date (the date of the scheduled drug test)
  • Actual Test Date (the date the drug test was actually completed)
  • Date of Collection (the date the urine sample was collected)
  • Date Result Received (the date the result was received from the drug testing vendor)
  • Test Result (“pass” or “fail”)
  • Specimen Id (the drug testing vendor’s ID associated with this participant’s urine sample)
  • Collection Site Name (the name of the facility where the urine sample was obtained)
  • Collection Site Address (the address of the facility where the urine sample was obtained)

Refer to 0240.015.00 Referral for Substance Abuse Treatment for information regarding participants who volunteer for substance abuse treatment.

Participants must show a valid form of identification at the facility when arriving for drug testing. Acceptable forms of identification are:

  • U.S. passport
  • driver’s license issued by the state or U.S. territory with a photograph or other identifying information
  • certificate of degree of Indian blood
  • school identification card
  • U.S. military card or draft card with photograph
  • identification card issued by federal, state, or local government
  • Native American tribal document

Temporary Assistance (TA) is not provided to any participant required to submit to a drug test and who refuses to cooperate with any part of the drug testing process.

Refusal to cooperate includes:

  • Failure to provide a sample for drug testing within the required timeframe
  • Failure to fully comply with the drug testing process as directed by FSD or its designee
  • Failure to appear for drug testing at the designated location and time
  • Failure to contact or cooperate with any medical review process, including, but not limited to:
    • An interview
    • Providing copies of medical records needed to confirm the result of the drug testing
  • Failure to provide verification of identity
  • Failure to complete any documents or consent forms required by the FSD or its designee, or the drug testing vendor
