IM-026 – CLARIFICATION OF TRANSITIONAL MO HEALTHNET MANUAL SECTION REGARDING UNTIMELY AGENCY ACTION

DISCUSSION:

The purpose of this memorandum is to announce a Transitional MO HealthNet (TMH) clarification.  The clarification aligns the time limits allowed when Family Support Division does not enter income changes timely and the household should have previously been moved to TMH.  The participant should be sent any quarterly reports they would have received by the date the error was discovered and allowed 20 days to return the completed document(s).

IM-024 – AWAY FROM HOME FOR MAGI CASES

DISCUSSION:

This memorandum introduces two new policy sections to the MAGI MO HealthNet Policy manual: 1802.020.45.15 Absence from the Home at Application, and 1885.035.00 Away from Home.  These sections explain how to treat an application and interim change when a household member is away from the home temporarily.

At application and during an interim change, temporary absences do not negatively affect eligibility as long as the individual intends to return to the home within 90 days.  Some examples of being absent or away from the home are:

  • Hospitalization
  • School attendance
  • Stays at regional diagnostic centers
  • Visits out of state

The parent/caretaker relative or the child may be temporarily absent from the home for 90 days or less and eligibility will not be impacted.
