Child care Eligibility Units (EUs) must report any changes in income, employment, loss of employment, place of employment, changes in work, school or training schedules, changes in child care provider, hours of care needed, changes in medical insurance premiums, changes in household members, or changes in residence to the division within 10 days of the change.  EUs may report the change by telephone, mail, fax, in person, or through the Missouri Benefits Center.

The Eligibility Specialist (ES) is responsible for informing the EU of their change reporting responsibility at each application and re-application for benefits.  The ES is required to discuss and provide each applicant with the IM-3 CHANGES YOU MUST REPORT form.

Complete any interim eligibility reviews within 10 calendar days from the notification of change.  Examples include changes in the household composition, income, work, school or training schedules, etc.  If the EU fails to report a change within 10 days and the change results in a decrease in benefits or ineligibility, the EU is responsible for repaying that portion of the payment that was issued to the child care provider in error.  Field staff must calculate and enter the overpayment in the client CARS system as soon as the overpayment is discovered.

If verification is required but not included with the change report or not available to the agency, the ES must provide the EU with a Request for Information (FA 325) allowing the EU 10 days to provide the needed verification.  The ES should also generate and provide the EU with the appropriate verification form(s).

If the agency delays in acting on the reported change and the change results in a decrease in benefits or ineligibility, the EU is responsible for repaying that portion of the payment that was issued to the child care provider in error.  Field staff must calculate and enter the overpayment in the client CARS system as soon as the overpayment is discovered.

A family is not required to reapply for child care services each time there is a change in circumstances.  The ES must evaluate the family’s continued eligibility and adjust the child’s authorization as necessary.
