The December 1973 eligibility requirement provides that an eligible claimant must be one who is not publicly soliciting alms in any manner or through any artifice (trick) while receiving aid to the blind.
The claimant’s signature on the application or reinvestigation eligibility statement is sufficient verification of eligibility on this factor. No recording on this point is required unless there is evidence that the recipient is soliciting alms.
If a question arises, a written inquiry giving all the facts should be referred to appropriate supervisory personnel for clearance.
