No durational residency requirement exists for the Supplemental Nutrition Assistance Program (SNAP). Intent to permanently remain in the county or state is not a condition of eligibility. A fixed residence is not required. Consider applicants maintaining a residence in the state for any purpose other than a vacation, regardless of the length of time they have resided in the area, eligible on the residency factor.

Address verification is not a requirement for residency. Address can be recorded on the Application Detail screen in the eligibility system and the participant’s statement is acceptable verification. If an individual or household does not reside in the State of Missouri, but is only visiting, reject the SNAP application with the reason ineligible living arrangement.

No participant may participate as a member of more than one household or in more than one project area (state) in any month. Refer to SNAP Manual section 1105.015.15 Duplicate Participation.

EXCEPTION: Residency in a domestic violence shelter may result in allowed duplicate participation for one month. Refer to SNAP Manual section 1135.005.35.05 Eligibility Requirements.   

If a household moves and reports a new address, take action to update the address. Refer to SNAP Manual section 1140.005.50 Address Changes.

NOTE: Do not close the case if the household moves out of state unless the household declares they are applying for SNAP benefits in the other state.
