Electronic Verification System (EVS) Manual

0110.060.15 Fair Credit Reporting Act (FCRA) Authorization

The following Electronic Verification System (EVS) sources have additional requirements due to the Fair Credit Reporting Act (FCRA).   

  • Accuity
  • Accurint for Government Eligibility
  • Experian Verify

The FCRA allows the Family Support Division (FSD) to consult electronic sources that are owned by a consumer reporting agency in order to determine eligibility for a government program.  

Refer to manual section 0110.060.05 Electronic Verification System Legal Basis for a detailed description of the FCRA requirements.

Authorization to use EVS, including sources that have FCRA requirements, is received when a valid application is received. 

FCRA authorization is a condition of eligibility for Non-MAGI MO HealthNet (MHN) applicants and participants.  If FCRA authorization is revoked, the applicant or participant is not eligible for Non-MAGI coverage.  FCRA authorization is not a condition of eligibility for any other FSD programs.        

The authorization to review EVS data sources remains valid until:

  • FSD rejects the application
  • Benefits are terminated; or
  • FSD receives a written and signed revocation
