Electronic benefit transfer is the method by which Missouri Family Support Division (FSD) issues Temporary Assistance (cash) benefits, for participants who do not utilize direct deposit, and food stamp benefits. The Division of Workforce Development (DWD) also uses this delivery method to issue Transportation Reimbursement Expenses (TRE) for their participants. TRE payments issued by FSD are available through direct deposit (see 0150.005.00 Direct Deposit) or paper checks. The EBT card is a plastic debit card used to complete the electronic benefit transfer. It is used with a Personal Identification Number (PIN) at automated teller machines (ATMs) and point of sale (POS) devices. Participants use ATMs for cash access and POS devices for cash access, cash purchases, and food stamp purchases.
EFunds Government Solutions (eFunds) is Missouri’s primary contractor for EBT. Sub-contractors include Affiliated Computer Services, Inc. (ACS) and M.A. Computer Consultants (MACC). Client/case file information and benefit data are transmitted through an interface with eFunds and Missouri’s data processing systems.
EBT does not change the way in which eligibility is determined for cash or food stamps. It only affects the way benefits are delivered. Food stamp participants do not have a choice of benefit delivery systems. Cash participants are encouraged to consider direct deposit (see 0150.005.00 Direct Deposit) of benefits before utilizing EBT.
