If a change results in the participant’s spend down amount increasing, the change is effective with the second month following the month the Adverse Action Notice expires. MO HealthNet Division (MHD) will have already sent the participant an invoice for the month following the month the Adverse Action Notice expires. In some cases the participant may have already paid-in for the next month.
