Participants who volunteer for substance abuse treatment during the screening process that would have been referred for drug testing are referred the Department of Mental Health (DMH). Participants who test positive for illegal drug use are referred for substance abuse treatment. Participants are required to comply with all aspects of treatment in order to continue receiving their full Temporary Assistance (TA) benefits.
Once the TA case is approved, FAMIS generates a referral to DMH when:
- the participant volunteers for treatment and the response to the TA Drug Screening (TADRUG/FMN0) screen indicates the participant must submit to a drug test; or
- the participant tested positive for illegal drug use when referred for drug testing the first time
The Select TA Drug Treatment Facility (SELREF/FMN7) screen is updated automatically based on the reason for referral. The reasons for referral are:
- VOL – Voluntary
- MAP – Mandatory
The referral to DMH is an email generated by FAMIS. The email notifies DMH the participant must complete a substance abuse treatment program. The email contains the:
- Head-of-Household name
- DOB
- DCN
- Mailing Address (using FAMIS hierarchy)
- Phone #
- Contact information for the local FSD office
The email referral to DMH is stored on the Document Queue (DOCQUE/FMVM) screen and is available to print. It displays as an Information Notice (FA-601).
NOTE: The FA-601 must be included in the hearing packet when the participant requests a hearing related to their participation in a substance abuse treatment program. Refer to 0240.020.00 Hearing Procedures for Drug Testing-Related Situations for more information regarding hearing procedures.
DMH sends email verification to the residence county FSD office email address with the following information:
- Date the participant entered the substance abuse treatment program and the name of the substance abuse treatment facility
- Date the participant successfully completed the substance abuse treatment program (this includes completing the assessment and the assessment indicates substance abuse treatment is not needed)
- Letter or other official notice that documents the participant’s successful completion of the substance abuse treatment program:
- as demonstrated by active participation in a recommended course of treatment for at least three months and satisfactory progress toward treatment goals, or
- the individual, if discharged from treatment in less than three months, has met the criteria outlined in 9 CSR 30-3.130(8)(A)
- Date the participant was discharged from the DMH consumer information system if the participant does not complete the substance abuse treatment program
NOTE: A participant on a substance abuse treatment program waiting list is complying with treatment and remains eligible for TA benefits.
Once FSD receives the treatment information from DMH, the eligibility specialist must update the Drug Treatment Facility (FMN6) screen with the facility and any other treatment information. Active participation in the substance abuse treatment program includes:
- Completion of comprehensive assessment by DMH to determine the appropriate course of treatment
- Enrollment in an approved substance abuse treatment program as assigned by DMH
- Consent to communication between and among the treatment provider, FSD, and DMH personnel about participation and progress in substance abuse treatment; and
- Participation in the development of an individualized treatment plan and satisfactory progress toward treatment goals
FAMIS automatically closes the referral when the following exit reasons are entered on the Drug Treatment Facility (FMN6) screen:
- RFA – Refuse to Cooperate with Assessment
- RET – Refuse to Enter Treatment
- RCT – Refuse to Complete Treatment
- ACM – Assessment Completed
- CMP – Completed Treatment
- CLO – Case Closed
