MO HealthNet (MHN) applications are processed on an individual basis. When MHN applications are received, FSD explores all types of medical coverage for which the participant may be eligible, and then approves the case for the best coverage for which the participant qualifies. All Non-MAGI applications are reviewed for Non-Spend Down (MHNS), Spend Down (MHSD), Ticket to Work Health Assurance (TWHA), Home and Community Based Services (HCB), Vendor, Qualified Medicare Beneficiary (QMB), Specified Low Income Medicare Beneficiary (SLMB 1), and Qualifying Individuals (SLMB 2). Participants can also apply specifically for Blind Pension (BP), Supplemental Aid to the Blind (SAB), and Supplemental Nursing Care (SNC) cash benefits in addition to medical benefits.

In the event that a participant qualifies for multiple programs, all benefits will be approved or the participant will be contacted to choose which benefit they prefer if a choice is required.

Note: Continuous Eligibility for Children (CEC) must be applied to eligible participants under the age of 19. Refer to section 1805.070.00 Continuous Eligibility for Children (CEC) in the MAGI Manual.
