The MOCDD individual must be a United States citizen or a qualified alien. Refer to section 1010.000.00 Reasonable Opportunity, Citizenship, and Immigrant Status (OAA, PTD, and AB) of the December 1973 Eligibility Requirements Manual to determine eligibility on the factor of citizenship.
