Eligibility reinvestigations of Medical Assistance (MA) cases are to be completed annually. The reinvestigation process should be completed through the mail. A face-to-face interview is not required. A reinvestigation can be completed without a review form (FA-402), if all necessary information is available to make a determination of continued eligibility. A case may not be closed for failure to return a review form or complete an annual reinvestigation, if continued eligibility can be established based on available information from other sources. An eligibility reinvestigation is separate from the Medical Review Team (MRT) re-determination. As a result, eligibility reinvestigations are to be completed by their due date and NOT delayed awaiting the MRT decision. When completing a review, record a new budget, income and resource documentation, and the eligibility determination. Refer to the requirements in IM Manual section 1000.005.00 Application for Other Benefits for recipients of MO HealthNet for the Aged, Blind and Disabled (MHABD), Supplemental Nursing Care (SNC), and Supplemental Pension (SP).
Note: When an active Medical Assistance/Supplemental Nursing Care recipient changes to a vendor level of care or changes facilities, a reinvestigation is not required to complete the action. Make the appropriate changes to the case and if a reinvestigation is due, complete that as a separate action.
