MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual

0855.010.00 Case Processing Procedures (TWHA)

When an employed individual applies for MO HealthNet for the Aged, Blind, and Disabled (MHABD), the application is registered using the processes outlined in 0105.000.00 Application Processing.   Explore the applicant’s eligibility under each of the MHABD programs.  If eligible for multiple categories, FSD staff must contact the participant to discuss their coverage options, and record the participant’s coverage choice in the eligibility system.  If the participant does not respond to a Request for Contact letter within 10 days, staff shall enter a decision based on any past coverage history or the lowest cost option.

In some cases the participant may be eligible for either MHABD non-spend down or TWHA non-premium coverage.  If eligible, MHABD non-spend down categories, including 1619b, should always be authorized instead of TWHA non-premium coverage.
