When an employed individual applies for MO HealthNet, explore the participant’s eligibility under each of the MHN programs. If eligible for multiple categories, FSD staff must contact the participant to discuss their coverage options, and record the participant’s coverage choice in the eligibility system.
If the participant does not respond to a Request for Contact letter within 10 days, staff shall enter a decision based on any past coverage history or the lowest cost option. If unable to reach the participant, MHABD non-spend down categories, including 1619b, should always be authorized instead of TWHA non-premium coverage.
