MO HealthNet for the Aged, Blind, and Disabled (MHABD) Manual

There are three general eligibility requirements for the QMB program. To be eligible for the program, an individual must:

1. be in SSA QDWI Status
2. be enrolled in Part A Medicare (hospital insurance)
3. have income not exceeding the QDWI standard of 200% of the Federal Poverty Level (FPL) for assistance group size
4. have resources not exceeding the QDWI resource maximums of $4000 for an individual, and $6000 for a couple (or twice the SSI resource maximums)
5. not be eligible for receive Medicaid on any other basis

Additionally, the QDWI applicant must also meet the Medical Assistance general eligibility requirements of:

• citizenship/alien status
• residency
• social security number
