License Exempt providers must have an active registration and rates for the age groups for which they provide care (Infant, Preschool, School Age) and the time of day care is provided (Daytime, Evening/Weekend) in FAMIS before invoices, payments or reimbursements can be issued.  (Refer to Registration Begin Dates 1215.020.05).

EXAMPLE #1:  A household applies for and is determined eligible for assistance on November 1.  Participant begins employment on November 1.  The family home provider returns all required registration and background screening documents on November 15.  The background screening process is complete, with no matches found.  The household was determined eligible beginning November 1.  Payments can be made the first day the child was in care, but no earlier than November 1.

EXAMPLE #2:  A participant applies for assistance on November 1.  She begins employment on November 1.  Her family home provider completes and returns the registration form November 3.  A local ordinance exists requiring that she have a fire inspection in order to care for children in her home.  The provider schedules a fire inspection, but it is not completed until December 2.  The provider passes the inspection.  All other provider eligibility criteria are met.  The household was determined eligible beginning November 1.  Payments can be made the first day the child was in care, but no earlier than November 1.

EXAMPLE #3:  A participant applies for assistance on November 1.  She begins employment on November 1.  Her family home provider completes and returns the registration form November 3.  A local ordinance exists requiring that she have a fire inspection in order to care for children in her home.  The provider schedules a fire inspection, but it is not completed until December 2.  The provider does not pass the inspection.  The provider corrects the deficiencies and a second fire inspection is completed on December 15.  All other provider eligibility criteria are met.  The household was determined eligible beginning November 1.  However, the provider did not meet all registration requirements until December 15.  Payments can not be made to this provider for any day prior to the provider meeting all registration requirements, which is December 15.
